The controversial ethnic apartheid in Dire Dawa continues
Dire Dawa became the second charter city in Ethiopia next to Addis Ababa in 2004 according to Proclamation No. 416/1996. Earlier to 2004, Dire Dawa was assigned to the former Oromo People’s Democratic Organisation (OPDO) as a Temporary Political Administration. Even though Dire Dawa became a charter city, the city isn’t formally acknowledged by the constitution. Unlike Addis Ababa or any charter city, Dire Dawa’s City Council has been practicing membership segregation quietly for years. The 300 council seats are distributed among the Oromo people, Somali People and remaining EPRDF parties by 40:40:20 ratio respectively. This segregation has caused a rift among Dire Dawa residents and outraged many. Conflicts and protests have been breaking out in Dire Dawa for quite some time, including the recent turmoil last week.
Mereja TV interviewed a former member of Dire Dawa City Council, who has chosen to remain anonymous, to enlighten us as to how and why the 40-40-20 ratio practice was adopted and its present effects.
